Kibaki goofs once again

That president Mwai Kibaki has reappointed Aaron Ringera as the director of Kenya Anti- Corruption Commission (KACC) is a big joke and an insult to Kenyans.

Ringera’s reappointment took most of us by surprise having been waiting for his exit after proving inept in the fight against graft and of course abusing Kibaki’s former slogan Zero tolerance to corruption and proving otherwise.

Is anyone else furious over Kibaki’s move? This to me was a big joke that sounds too fake to be real, where are the reformists that chest thump of intending or inflicting change to resistance? And even though Ringera was eligible for reappointment, a big lot of Kenyans were of the idea that the anti-graft Czar should be replaced due to a dismal performance since he rose to the helm of KACC in 2003.

According to the law and practice, it is parliament that should have scrutinized and sanctioned who becomes the new head of KACC after the expiry of Ringera’s tenure on August 8.

The tax payer coughs Shs 2.5 million every month to pay Ringera, the more reason a to why they are not satisfied with his performance.

If Ringera together with his team were to face Kenyans, I am very sure they would give the same excuses that the buck rests with either the Attorney general or the Chief Justice and simply absolve his office from the public wrath over its pace in tackling mega scandals such as Anglo-leasing and Goldenberg.

To state that KACC is not to blame for adjournments of cases as they did not have powers to prosecute, Ringera was simply telling us that he is not worth the amount we have bestowed upon him but above all Kibaki is to blame.

To justify why he should remain in office, Ringera said as at 30 June, there were 247 cases pending in magistrates courts alone. Of these, 177 are bribery cases while 70 arose from their investigations.

So far 228 cases have been concluded by various anti-corruption courts out of 475 filed by KACC since its inception in 2003. out of the 228 cases, only 75 of them resulted in conviction while 80 were acquittals, surprisingly, a high court judge disputed the figures saying they were not obtained from the courts. Did Ringera just cook the figures? again Kenyans want to hear of those behind mega scams prosecuted and convicted, such statistics are meaningless to us.

He Mr. President should respect us and our country, reappointing somebody contrary to the commission act is an abuse of the office, well it seems the head of state is not only too ignorant when he make such like appointments and with impunity. He did know that reappoint Mr. Ringera for another term in office will contravenes section (8) 3 of the Anti Corruption and Economic Crimes Act 2003, but did he care to respect it no, then why should we the barracuda respect the same

Have you ever wondered why Kibaki likes conducting his functions late in the evening? he was sworn in at night, he dissolves the cabinet at night, he reappointed Ringera very late in the evening, i mean why cant he do some of these in broad day light, if there is nothing to hide?

Kibaki is not ready to let go his old men. Remember, the rumours that went round when Ringera was first appointed KACC director; his CV was used to set the requirements of the post. It is better a puppet we know that having a dedicated person whose reward will only be frustrations.

And thats why i wish all Kenyans would open up their eyes and see where we are headed, now its some Simama Kenya campaign in preparation for 2012, are we going to suffer under the leadership of the same goons forever? we need a change like yesterday but its so unfortunate compromise is the order of the day in Kenyan politics we are never sure who would be true to their words and for how long.
